国际机构 　　　　
　　　人类基因组组织(HUGO)的使命是一个致力于实现人类基因组计划给全球人类基因组测序和绘图的国际性组织。HUGO于1989年由一批最先从事基因组研究的科学家共同创办成立，目的是为了协调世界各国的研究机构之间的合作，完成这个巨大工程。
　　　HUGO在HGP中充当综合协调的角色。HUGO的活动范围包括 ：整理组织中各个专题研究组的数据，构建人类基因组的遗传图和物理图谱，考虑其与社会伦理道德、法律以及知识分子权益等问题。HUGO负责收集数据和生物材料，鼓励技术传播与共享，提供人类基因组计划方面的信息和建议，充当建立各国政府财政机构和基因组研究机构之间联系的代理机构。HUGO是HGP和各种与此有关的团体或组织之间的接触界面。 　　　　HUGO目前有代表50多个国家的100多个成员。HUGO 设立了3个地区代表处，HUGO美国，HUGO欧洲和HUGO大洋洲，他们的共同目标都是为了实现该组织的管理职责。各国各成员也是通过各地代表处获得关于HUGO更多的活动信息。
　　　国家人类基因组研究协会（NHGRI, National Human Genome Research Institute）最初于1989年成立，原名为国家基因组研究中心。她的使命是领导人类基因组计划HGP和国家健康协会NIH。NHGRI是NIH的24个协会、中心或分支机构之一，是联邦政府致力于生物医药研究领域的中介机构。NIH所领导的研究体系具有世界上最庞大、最先进的实验设施。 　　
　　　为了实施她的不同的职责，NHGRI分为几个行政机构：主管办事处、外部研究分部、内部研究分部。 　　　 Office of the Director (OD) 　　
　　　主管办事处OD作为NHGRI的全权领导者，制定政策，发展科学、财政及管理的策略。她监督内部和合作实验室，监督人类遗传病的研究，制定HPG的研究目标和计划，包括研究基因组计划对伦理、法律及社会相关问题的影响。协调NIH与其他的研究机构之间的人类基因组计划的进程，举办国际性会议，研讨会和其他的活动，促进国际合作，提高工作效率以及数据交换。

　　　行政管理办事处 OAM作为NHGRI的行政核心，管理整个协会的财政、人事、行政和经费。　　
　　　Office of Policy Coordination 　　
　　　政策协调办事处OPC 政策和公众事物活动是OPC的核心，也是主管办事处的一部分。OPC是NHGRI与各种社会组织（包括一般公众组织、新闻媒介、国会）联系的桥梁、国家人类与健康服务协会的成员，一个非盈利性的组织， NHGRI的顾问。职员协调和履行广泛的效能，包括：发展政策；分析人类基因组的研究对伦理、法律和社会相关问题的关系；宣传人类基因组计划的信息和NHGRI的遗传研究步骤；立法跟踪和分析；协会的顾问委员会的行政管理；进程安排和评估。 　　　　
　　　Division of Extramural Research (DER)　　
　　　机构外部研究部门Large Scale Sequencing Program 大规模测序计划直接对政府负责，她的目标是高效地构建整个基因组的物理图谱和顺序图谱。目前，她的主要目标是人类、小鼠和国蝇的基因组。 大规模测序计划还负责方针的展开和协调NHGRI与其他组织（如国家能源部和国际组织）的大规模测序计划的合作。
